Quick answer: To earn from YouTube ads, you need to join the YouTube Partner Program with 1,000 subscribers plus either 4,000 qualified watch hours in the last 12 months or 10 million Shorts views in the last 90 days. In India and 150+ other countries, a lower tier opens at 500 subscribers for memberships, Super Thanks and Shopping, but not ad revenue.
Both tiers have a few non-negotiable basics: you must live in a country where the program is available, follow YouTube’s monetization policies, have no active Community Guidelines strikes, turn on 2-Step Verification and link an AdSense account.
This guide explains each requirement in plain English, what counts and what doesn’t, and the content that gets channels rejected, as of October 2026. For more creator guides, browse our social media section.
What are the YouTube Partner Program requirements?
YouTube’s official eligibility page lists these basics for every applicant:
- Follow the monetization policies, which include the Community Guidelines, Terms of Service and AdSense policies.
- Live in an eligible country or region.
- Have no active Community Guidelines strikes on your channel.
- Turn on 2-Step Verification on your Google Account.
- Have advanced features enabled on YouTube.
- Have an AdSense account to link, or create one during signup.
What are the two YouTube monetization tiers?
YouTube’s expanded Partner Program has two entry points. The lower one gives you fan funding and Shopping tools. The higher one adds a share of ad and YouTube Premium revenue.
| Lower tier | Full tier | |
|---|---|---|
| Subscribers | 500 | 1,000 |
| Uploads | 3 valid public uploads in the last 90 days | No upload count listed |
| Long-form route | 3,000 qualified watch hours in the last 12 months | 4,000 qualified watch hours in the last 12 months |
| Shorts route | 3 million qualified Shorts views in the last 90 days | 10 million qualified Shorts views in the last 90 days |
| What you can earn from | Channel memberships, Super Chat, Super Stickers, Super Thanks, Shopping | All of the above, plus ad revenue and YouTube Premium revenue |
YouTube’s page lists India among the 150+ countries and regions where the expanded program is available, so Indian creators can apply at 500 subscribers.
What counts as watch hours and Shorts views?
Only qualified, organic activity counts. YouTube’s monetization overview says views from paid ad campaigns don’t count toward eligibility. Shorts watch time doesn’t count toward the 4,000 watch hours either; Shorts have their own views route.
How do you apply for YouTube monetization?
- Turn on 2-Step Verification for the Google Account that owns the channel.
- Open YouTube Studio on a computer or in the Studio app.
- Select “Earn” from the left menu. If you’re not yet eligible, you’ll see your progress towards each threshold.
- Select “Apply now” once you meet a threshold, and review and accept the base terms.
- Link or create an AdSense account. Use your real name and address, as payments and tax details depend on it.
- Wait for review. YouTube says a decision typically takes about a month, longer when application volumes are high.
After approval, you accept the terms for each earning feature, such as ads or Shopping, inside the Earn section. YouTube notes that each feature has its own eligibility requirements, so check each one before switching it on.
Why do YouTube channels get rejected?
Hitting the numbers isn’t enough. Reviewers look at your channel as a whole, and the most common problems fall under two policies on YouTube’s channel monetization policies page.
Inauthentic content
On 15 July 2025, YouTube renamed its “repetitious content” policy to “inauthentic content.” It targets channels whose videos are “mass-produced, generic, repetitive, or manipulative.” Examples YouTube gives include:
- Image slideshows with little or no narrative.
- AI-generated content made with generic or unoriginal templates, suggesting mass production.
- Videos that reuse the same storyline template so they feel interchangeable.
Using AI isn’t banned. Using it to churn out near-identical videos is the problem. A series is fine if each episode has a distinct storyline or focus, and consistent intros and outros are fine if most of each video is different.
Reused content
This covers channels that repost material from YouTube or elsewhere without adding “significant original commentary, substantive modifications, or educational or entertainment value.” Unedited compilations, downloaded clips and reaction videos that are mostly non-verbal are typical examples. Reaction videos with real commentary, critical reviews that use clips and edited footage with your own storyline are allowed.
Before you apply, look at your channel the way a reviewer would. Open your most recent uploads and your most viewed videos, and ask whether each one shows clear original effort: your own footage, voice, script or analysis. If a large share of the channel is clips, slideshows or near-identical AI videos, fix that first, because the reviewer judges the channel as a whole rather than one good video.
How can you reach the threshold faster?
- Pick one route. Long-form creators should focus on watch hours; Shorts creators on Shorts views. Mixing both is fine, but the counts don’t combine.
- Post regularly. The lower tier needs three public uploads in the last 90 days, so a quiet channel won’t qualify even with old views.
- Make your own material. Original filming, voiceover and analysis keep you clear of the inauthentic and reused content policies.
- Avoid shortcuts. Paid ad views don’t count towards eligibility, and fake engagement doesn’t build an audience that watches or subscribes.
- Check new tools as they arrive. YouTube announced more AI editing and testing tools for creators in September 2026; our roundup of YouTube’s custom feeds and new creator features covers what’s coming.
Frequently asked questions
Can you monetize YouTube with 500 subscribers in India?
Yes, partly. India is one of the countries in the expanded program, so 500 subscribers plus the upload and watch-time or Shorts-view requirements open up memberships, Super Chat, Super Thanks and Shopping. Ad revenue still needs the 1,000-subscriber tier.
Do Shorts views count towards 4,000 watch hours?
No. Shorts views have their own route: 10 million qualified Shorts views in the last 90 days for the full tier, or 3 million for the lower tier. Watch hours from Shorts aren’t added to the long-form total.
How long does YouTube take to review a monetization application?
YouTube says it typically takes about one month. It can take longer when lots of creators apply at once.
Can AI-generated videos be monetized?
They can, if they’re original and add real value. YouTube’s inauthentic content policy rules out AI content made with generic templates that look mass-produced, so a channel of near-identical AI videos is likely to be rejected.
Do I need AdSense to join the YouTube Partner Program?
Yes. You link an existing AdSense account or create one during signup. It’s how YouTube pays you.
